This presentation describes the close-out evaluation of a multi-district literacy initiative designed to strengthen literacy instruction, build educator capacity, and improve student literacy outcomes. The evaluation integrates the Qualitative Impact Protocol (QuIP) with classroom observations, implementation data, and student literacy outcomes to examine how instructional practices, systems, and sustainability evolved across diverse school contexts. The session highlights practical lessons for evaluating complex educational initiatives when experimental designs are not feasible.
