How can county and district leaders move from collecting evidence to taking meaningful action in support of improvement teams?This session shares the development of a capacity-building framework that emerged through ongoing improvement work with district teams. What began as simple “Gots & Needs” reflections grew over time through recurring surveys, interviews, and collaborative inquiry. Rather than being designed as a compliance tool or based on a predetermined model, the framework was shaped by the experiences and feedback of participants engaged in the work.The framework organizes evidence across four dimensions—Agency, Clarity, Capacity, and Team Engagement—to help leaders and improvement teams, both at the Individual-level and at the Organization-level, better understand current conditions, identify barriers, and determine timely next steps. Presenters will describe how the framework was developed through work with one district, was tested in a second district, and was ultimately used to translate team feedback and evidence into short- and mid-term support strategies for districts in Differentiated Assistance.Participants will review examples of evidence that informed the framework, explore how it complements a more rigorous evaluation process (e.g.  Systemic Instructional Review or the LEASA tool) and consider how a simple, structured approach to gathering and interpreting feedback can strengthen continuous improvement efforts, build capacity, and support more effective county-district partnerships.Audience EngagementThis session is designed to engage participants in reflection, analysis, and application activities. Activities will include:Explore the Challenge: Learn about the improvement challenge that led to the framework's development, grounded in authentic survey, interview, and meeting-feedback data collected over a year of district improvement work.Analyze the Evidence: Examine sample data through the four framework dimensions—Agency, Clarity, Capacity, and Team Engagement—and discuss how these conditions influence improvement efforts.Apply the Framework: Practice using the framework with sample scenarios and reflect on how it could complement existing district self-assessment and continuous improvement processes.Reflect and Discuss: Engage in small-group discussion about current approaches to gathering and using improvement-team feedback, followed by a facilitated Q&A with presenters.
