Every teacher has seen it — the blank stare, the passive compliance, the student who "got it" in class but bombed the test. Cognitive Load Theory (CLT) explains why: working memory is limited, and when instructional or assessment design exceeds that capacity, learning stops. For California's most vulnerable learners — English Learners, students with IEPs, students encountering content for the first time — poorly designed assessments don't just fail to measure learning. They actively prevent it.This session reframes assessment as an instructional design problem. Drawing on CLT's three load types — intrinsic (task complexity), extraneous (design noise), and germane (schema-building) — participants will examine how common assessment practices inadvertently create cognitive barriers and what to do instead. The session centers on a practical diagnostic lens: before asking what a student knows, ask whether the assessment itself was built for how the brain actually learns.Participants leave with a CLT audit framework applicable to any formative or summative assessment, concrete redesign strategies (chunking, worked examples, dual-coding, retrieval practice sequencing), and a clearer understanding of why "best first instruction" must begin with memory-informed design — not remediation after the fact.Learning ObjectivesParticipants will be able to:Distinguish between intrinsic, extraneous, and germane cognitive load and identify each in assessment and instructional design examples drawn from California classroom contexts.Apply a CLT-based audit protocol to an existing assessment or instructional task, identifying where extraneous load is undermining student performance — particularly for ELs and students with IEPs.Design or modify at least one assessment practice using evidence-based load-reduction strategies: chunking, retrieval practice sequencing, visual/verbal dual-coding, or worked examples.Articulate the connection between memory-informed assessment design and equity — specifically how extraneous load disproportionately impacts learners who are simultaneously managing language acquisition or skill gaps alongside content demands.
